Toll Road or Shipyard: Testing Golar’s Economics

Pareto’s upgrade to Buy and a $70 target from BTIG put Golar LNG back in focus, but the latest filings and commentary tell a more complicated story about how durable these cash flows really are.

Golar LNG collected two more bullish data points this week. Pareto upgraded GLNG to Buy from Hold on Monday with a $70 target price. BTIG had already raised its target to $70 from $67 on August 16. The stock traded near $52 heading into the week, leaving a wide gap between where analysts think the business is worth and where the market is pricing it. That gap is the thesis. But the company’s most recent Form 6-Ks and strategic review disclosure are the reason to think carefully before accepting it uncritically.

Golar’s model relies on long-term lease and operate agreements for its floating LNG vessels, with a focus on conversion, refurbishment, and deployment of units including FLNG Hilli, FLNG Gimi, and FLNG Esperanza. The company has exited legacy shipping, secured a $600 million revolving credit facility, and on August 13 said it had taken final investment decision for a fourth FLNG unit, with delivery expected in late 2029. Management projects run-rate EBITDA of approximately $800 million by 2028, potentially rising above $1.2 billion by 2030 if the fourth unit is contracted on terms similar to Esperanza. A strategic review, with Goldman Sachs engaged as financial adviser, is exploring options to accelerate FLNG growth and address what the board calls a value discrepancy between public market pricing and the company’s asset valuation.

The toll-road analogy that long-duration infrastructure investors favor depends on one thing above all: contractual certainty. Pipelines and cell towers earn that description because the cash flows are legally protected and the counterparties are creditworthy. Golar’s own filings and forward-looking statements emphasize that FLNG outcomes can be sensitive to project timelines, contract execution, financing, regulatory changes, and the strategic review process itself. That language matters. It is a reminder that delivery certainty and stakeholder confidence are still being earned.

FLNG is not a toll road yet. It is closer to a shipyard that aspires to become one. Hilli maintained its record of 100% commercial uptime in Q1 2026 and Gimi produced 19% above contractual committed volume, which is genuinely encouraging. But the fleet is small, the fourth unit is not yet contracted, and each new vessel represents a multi-year construction cycle before it contributes a dollar of operating cash flow. The strategic review has no fixed timeline and no certainty of resulting in a transaction.

What makes the opportunity worth studying rather than dismissing is the structural argument underneath it. LNG supply remains concentrated in the U.S. and Qatar. FLNG can unlock stranded gas reserves in geographically diversified regions that onshore liquefaction cannot economically reach, which is a real and growing market need. Golar has said it secured $14 billion in Adjusted EBITDA backlog, which is not the profile of a speculative startup.

The honest assessment: Golar’s economics sit somewhere between a toll road and a shipyard, closer to the former as the contracted fleet grows and closer to the latter as each new unit moves through development. At $52 against analyst targets clustering between $67 and $70, the market is pricing in execution risk that, if resolved favorably, would represent a significant return. Whether that risk resolves favorably depends on contracting the fourth unit and executing on Esperanza’s schedule, plus delivering future units on time. That is the only fact that will matter when the strategic review concludes.
